Waste Minimisation

 

The Waste Minimisation Act 1998

 

Waste minimisation is a key element of the government's waste strategy as discussed in the previous unit. The waste minimisation act is primarily aimed at encouraging waste disposal authorities to develop practical waste reduction strategies but will almost inevitably have an effect on business operation.

Inserted into the1990 Environmental Protection Act, after section 63, section 63A states that:

"A relevant authority may do, or arrange for the doing of, or contribute towards the expenses of the doing of, anything which in its opinion is necessary or expedient for the purpose of minimising the quantities of controlled waste, or controlled waste of any description, generated in its area."

Waste minimisation though is not a new concept to industry and commerce. Possibly the best known waste minimisation initiatives are those supported through the Environmental Technology Best Practice Programme (ETBPP) which was set up in 1994 and aims to stimulate savings for industry worth £320m per annum by 2015 by encouraging environmental practices that reduce costs.

Total savings for industry of around £28m per year are estimated to have been achieved, including a reduction in waste production of 131,000 tonnes.

This has been achieved through publication of bench marking guides, case studies and guides on good practice, an Environmental Helpline, and the establishment of regional waste minimisation projects promoting a low cost, self help approach. There are currently approximately 50 waste minimisation clubs and it is estimated that 100 would provide "good cover" across the country.

Task 1:
  1. Find out if there is a waste minimisation club in your area (http://etbpp.netgates.co.uk/html/waste.html). If not find out from the ETBBP how these clubs are formed.
  2. The ETBPP provides industry sector guides on the best practices within a given sector, e.g. Metal Finishers, investigate whether your sector is covered, if so order a copy review the contents, are there any good practices not included? If there is no guidance covering your sector, summarise what you believe to be best practice in the industry.
