A company can implement a waste minimisation programme at many levels e.g. by process or site area (e.g. the packaging area). The most commonly used approach is to start with an "easy and obvious" waste culprit, e.g. the amount of waste paper in the office. Eventually moving on to tackling the more difficult areas where investing in new equipment to reduce the amount wasted time and materials in a treatment or manufacturing process might be required. This layered approach is sometimes called the onion skin method i.e. you start by peeling off the outside and work your way in.
