Composition of an Environmental Statement

An ES is made up of one or several documents that give the probable environmental impact of the proposed development, the information specified in para.2 (referred to in the schedule as 'Specified information').


Specified Information
This includes a description of the proposed development, including site information and the design, scale and size of the development.

The appropriate data for the assessment and identification of the major effects that the development will probably have upon the environment.

A description of the likely, significant, indirect and direct environmental effects of the development upon the environment, with reference to possible impacts on soil, fauna, flora, air, climate, humans, landscape and the interactions between these and the cultural heritage of the site.

Where effects are deemed to be significant on the basis of the above, there must be an explanation of the planned measures that will be employed in order to reduce, remedy or to avoid altogether those effects. A non-technical summary of the above information.


Further Information
Physical characteristics of the proposed development and the land-use requirements throughout the lifetime of the site. A description of the main production processes that will be employed on site- to include the type and amount of materials to be used.

An estimation of all of the emissions and wastes arising from processes. An overview of the main alternatives and the reasons behind the particular choice of development, in terms of environmental effects.

The predicted significant direct and indirect environmental effects of future development which may be as a result of:

  • Use of natural resources.
  • The emission of pollutants , the creation of nuisances and waste elimination.
The predictive methods employed in order to assesss any environmental effects on which information is given under subparagraph (e). Any difficulties, for example technical weaknesses or lack of knowledge found when compiling any specified information. In paragraph (e) effects include: secondary, cumulative, short, medium and long term, permanent, temporary, positive and negative effects.

Where further information is incorporated into an ES pursuant to para.3, a non technical summary of that information also needs to be provided.
