Under s.23 of EPA, it is an offence to operate a prescribed process without an authorisation or to breach any of the conditions attached to the authorisation or other notice without sufficient excuse. It is also offence to falsify any statements or to hinder an inspector during their course of duty. Summary conviction imposes a fine of £20 000 and/or three months imprisonment. Conviction on indictment leads to an unlimited fine and/or two years imprisonment.
