Licensing
COPA 1974 provides the foundations upon which the waste licensing regime contained
within EPA 1990 is built, whereby all waste management processes now require a
license.

Specific provisions of the EA 1995
Licenses are only granted to 'a fit and proper person' and the waste
activity must be the responsibility of a 'technically competent person.' (s.74(3) of
the EPA). The licensee must also hold a certificate of competence under the EA 1995.
